City councilors’ salaries and expense allowances

The remuneration of elected representatives at the City of Reykjavík is governed by the provisions of the Resolution on the Remuneration and Working Facilities of Elected Representatives. Remuneration outcomes for city councilors and first deputy city councilors as of Jan. 1, 2026.

The mayor receives a salary from the City of Reykjavík according to an employment contract in the amount of 2,952,275 króna per month as of July 1, 2026, which changes in accordance with the wage index as per Article 3, Paragraph 1 of the resolution on compensation and working conditions for elected representatives in the City of Reykjavík. In addition to salary, the mayor receives a fixed expense allowance of 174,571 ISK per month as of July 1, 2026.

For the longest time, the remuneration of city councilors was linked to parliamentarians' salaries, but following Resolution No. 2016.3.001 of the Labor Court, City Council, at its meeting on November 15, 2016, decided to direct the Council Presidium to decide that the remuneration of city councilors and the salary payments of other elected representatives linked to parliamentarians' salaries should not be changed despite the Resolution. Reykjavík City subsequently adopted an amended proposal on the remuneration of elected representatives at the City of Reykjavík in such a way as to eliminate the link with parliamentarians’ salaries and, instead, link it to the wage index in order to better reflect general salary developments and to bring the remuneration into line with the framework agreement between management and labor.

After the change, the total salary costs of city councilors and the remuneration of other elected representatives will change according to the wage index. The base salary considers changes in the wage index since March 2013 and is updated in January and July of each year.

Effective July 2026:

  • Base salary for city councilors: 1,208,617 ISK
  • Base salary for the first deputy city councilor: 846,032 ISK
  • City councilors receive a work expense allowance of 87,286 ISK to cover all personal costs associated with the position.
  • City councilors are entitled to a 25% salary premium for serving as chair in a specialized council/city council party group or if the councilor is a member of three or more standing committees.
  • City councilors elected to the City Executive Council are entitled to a 25% salary premium, elected alternatives are entitled to a 6% salary premium and the Chair of the City Executive Council is entitled to a 40% salary premium.
  • The President of City Council is entitled to a 25% salary premium.
  • Salary and work expenses for a city councilor with a 6% supplement (alternate member of the City Executive Council): 1,309,948 ISK.
  • Salary and work expenses for a city councilor with a 25% supplement (e.g., for serving on three councils): 1,529,773 ISK.
  • Salary and work expenses for a city councilor with a 2×25% supplement (e.g., for serving on the City Executive Council and three other councils): 1,819,016 ISK.
  • Salary and work expenses for the first deputy city councilor with a 6% supplement (alternate member of the City Executive Council): 962,856 ISK.
  • Salary and work expenses for the first deputy city councilor with a 25% supplement (e.g., for serving on three councils): 1,182,681 ISK.

This page lists salary payments made to city councilors by Reykjavík City. City councilors also receive a fixed monthly fee for board service at Félagsbústaðir Social Housing, Strætó Public Transport, Capital Region Fire Service, Associated Icelandic Ports, Höfði Asphalt Plant, SORPA bs., Reykjavík Energy, Brú Pension Fund, and the Icelandic Association of Local Authorities. Alternates on the boards in question are paid for each session. The Public Security Committee only pays for completed sessions. The Board of the Association of Municipalities in the Capital Area is not paid for sitting on the Board, but alternate members of the Board are paid for the meetings in which they sit. Payments are also made for sitting meetings at the District Planning Committee and other committees of the Association of Municipalities in the Capital Area. As a result, these figures all vary from month to month.
